Bargaining Update
Collective Bargaining Resumes
Meeting Held with Treasury Board on March 24th, 1999
The CATCA Negotiating Team met with the Treasury Board Negotiating Team on Wednesday, March 24th. Chief Spokesperson Fazal Bhimji first introduced the new CATCA Team member, Jean-Pierre Poitras. He then provided the employer with a list of articles from the Tentative Agreement that CATCA was prepared to re-sign (
see attached). Mr. Bhimji noted that the membership rejection had been primarily based on the level of compensation, but there were other issues over which concerns had been raised. He then provided a list of items that CATCA believed needed to be addressed. (list attached).Pay Proposal To be Made at Future Meeting
We advised the employer that we would make a pay proposal after we have had the opportunity to hear their views on the outstanding issues. The Treasury Board spokesperson stated that they would be able to respond at the next meeting, scheduled for April 19th, 1999. At that point we will assess the situation. The parties agreed to reserve other dates in May and June for bargaining if necessary, and we will advise when those are confirmed.
CATCA Team Preparations
The CATCA team met in early March to review those matters that it would put back on the table in this second round. Revised language was required for some of those items, but others would be first addressed in discussion with the employer without alternative language being provided. Members are referred to the package presented to the employer that will be attached to the mailing of this Bulletin.
