NAV Canada notified CATCA they will respond to our latest offer to settle the collective agreement on Monday, November 4. The offer will be received by President Peter Duffey and EVP Doug Best.

An appeal was heard in Toronto on September 19, 2019, for the Data Systems Coordinator position to re-evaluate:
– Problem Solving and Complexity, and
– Leadership and Development of Others sub-factors

Bargaining Bulletin #12: Week 9 in Toronto

After a strategic break, CATCA reconvened the Contract Committee this week in Toronto. The goal was to take a different approach, allowing us to craft another comprehensive offer for presentation to NAV Canada. The Committee has done exactly that, and on Friday, CATCA presented a complete proposal to settle this round of collective bargaining.

NAV Canada released a staff memo this afternoon that has caused confusion and concern with our members. CATCA would like to clarify some points.

Canada Labour Code Update

We recently made members aware of the changes to the Canada Labour Code (CLC) that the federal government enacted on September 1, 2019.  CATCA’s National Executive, along with CATCA General Counsel, Debbie Cooper, met with NAV Canada to discuss how these changes will impact the collective agreement.

Bargaining Update

The Executive Board met this week to discuss next steps in the bargaining process. Both Lewis Gottheil, outside counsel, and Debbie Cooper, CATCA’s general counsel, joined the Board. The meeting centered on obtaining a Maintenance of Activities Agreement (MOAA) with NAV Canada and discussing strategies on the next steps in bargaining.
